USCIS is the agency that processes most, if not all, immigration applications. Sometimes, it takes USCIS a while to process applications due to the sheer volume. But that doesn't mean that the agency has unlimited time.
If USCIS doesn't process an application within a reasonable period of time, you can file a petition for a writ of mandamus in federal court. A writ of mandamus is an order from a federal judge requiring an agency to do its job. To be clear, it does not require USCIS to adjudicate your application in your favor. It just requires USCIS to adjudicate your application.
